Air rules use watt-hours, not milliamp-hours alone. The safest source is the Wh value printed on the device itself.

If only voltage and capacity are shown, the conversion is straightforward:

Notice how close the 27,000mAh example sits to the 100Wh line. A slightly higher nominal cell voltage than the illustrative 3.7V used here, or a manufacturer's own more conservative rating, could push a device advertised at 27,000mAh either side of the threshold. That's exactly why the printed Wh figure on the unit itself, not a mAh number from a marketing listing, is what airline and security staff will look for.

Use the manufacturer's printed rating rather than calculating from USB output voltage: the USB port typically outputs 5V regardless of the battery's actual nominal cell voltage, so using 5V in the formula will produce a wrong and usually inflated estimate. A 30,000mAh unit calculated this way may fall into the approval band rather than the generally-allowed band, so check the label before you pack, not at the gate.
